i get a failed profile service. user profile cannot be loaded.

I can sign in to MSN with my administration but, get this message on regular sign in. THE USER POROFILE SERVICE FAILED THE LOGON. USER PROFILE CANNOT BE LOADED, Why? I unistalled and re-downloaded MSN. It still failed to work.
