MSN mail account BLOCKED

I have visted the site to change password and been successful at changing it.  However when I try to log on to the additional account I get the following message.

Your account has been blocked
Why are you seeing this?
Someone may have used your account to send out a lot of junk messages (or something else that violates the javascript:LaunchHelp('http://explore.live.com/microsoft-service-agreement?mkt=en-US')).
We're here to help you get your account back.
What do you need to do?
We'll walk you through a few steps to verify that you own the account, then have you change your password in case someone else has been accessing your account. It should only take a few minutes and then you'll be unblocked and on your way.
We've cleaned your account settings
Often customers get here because someone else has access to your account and are using it without your knowledge to send spam. To protect you and your contacts, we've removed any Hotmail auto-replies or linked accounts you may have had.

I am living in Australia now and find it difficult to call you to address this issue.  When I try to unblock on line using the Code method.... you have an old closed account to mail the information to.  I need to know how to reach you to unblock the account as I have already changed the password.

Hi,

The changes to the website is part of our efforts to keep our customer's account secure. Please follow the steps below to update your profile information.

Remove old security information

1.Sign in to http://account.live.com using your email address and password
2.Click the dropdown arrow beside your Name located at the upper right corner of the screen.
3.Click Account.
4.Under Account security, click Manage beside Security info.
5.Click Delete after Alternate Email or other proof.
6.Click Mark them all for removal to continue.
7.Click Mark for removal.

Add new security information
 
1.Go to
https://account.live.com/Proofs/Manage
2.Make sure that you have at least two security information present. It is highly recommended that you fill out all four types.
 
•Phone Number – preferably mobile number capable of receiving SMS 
•Alternate email address 
•Trusted PC 
•Security Question
 
3.Once you’re done, click Save

Note: It will take 30days - 6 mos. to remove the old security information on your account. If you need to update your billing information please call our MSN Customer Service, check your private messaging area for information
